Emergency Order No. 1-KS-R-24-25 Effective

subsequent emergency order.
EXPLANATION: This emergency order rescinds emergency order 1-KS-R-08-25 and prohibits
retention of king salmon by nonresidents in Southeast Alaska. Harvest opportunity for resident
anglers within state waters has not been modified.
REGULATION: The provisions of 5 AAC 47.020(20) are added by this emergency order and
become effective 12:01 a.m. Monday, July 7, 2025. Under this emergency order, the following
provisions are effective:
5 AAC 47.020. General provisions for seasons and bag, possession, annual, and size limits for
the salt waters of the Southeast Alaska Area.
(20) king salmon:
(A) the resident bag and possession limit is one king salmon, 28 inches or greater in length;
(B) from October 1 through March 31, a resident sport fish angler may use two rods
when fishing for king salmon; a person using two rods under this paragraph may only
retain salmon.
(C) nonresidents may not retain king salmon, king salmon may not be retained or
possessed by nonresidents; any king salmon caught by a nonresident must be released
immediately and returned to the water unharmed.

JUSTIFICATION:
The Southeast Alaska sport fishery is expected to exceed the 2025 allocation of 28,264 king
salmon as determined by Allocation of king salmon in the Southeastern Alaska-Yakutat Area (5
AAC 29.060). The Southeast Alaska King Salmon Management Plan (5 AAC 47.055) directs the
management of the sport fishery by establishing regulations designed to achieve but not exceed
the allocation to the sport fishery. If no action is taken, the projected end of season harvest for
the sport fishery is expected to exceed the sport allocation and now requires restrictive inseason
action. In accordance with the provisions of the Southeast Alaska King Salmon ManagementEmergency Order Number 1-KS-R-24-25 June 30, 2025

Plan, when inseason action is required to keep the sport fishery within allocation nonresident
harvest is restricted to protect continued harvest opportunity for Alaska residents. The sport
harvest of king salmon will continue to be monitored and the nonresident fishery may reopen to
harvest in August if allocation is available.
In accordance with 5 AAC 47.020(19), when fishing in the exclusive economic zone (between
3-200 nautical miles from shore), all anglers must comply with the regulations established for
nonresident anglers, including this prohibition on the retention of king salmon
PREVIOUS EMERGENCY ORDERS AFFECTED:
Emergency Order 1-KS-R-08-25 previously establishing resident and nonresident king salmon
bag and possession limits and a nonresident king salmon annual limit for the 2025 season is
rescinded by this emergency order.
Emergency Order 1-KS-R-09-25 established conservation measures to protect Alaska wild and
transboundary river king salmon stocks in the 2025 season. These areas and times that have been
closed to king salmon retention remain in effect.
Emergency Orders 1-KS-C-06-25, 1-KS-A-12-25, 1-KS-C-13-25, 1-KS-E-14-25 established
king salmon bag, possession and annual limits in areas where Alaska hatchery king salmon are
returning. These regulations remain in effect and nonresidents may continue to harvest king
salmon in these areas and times as described within the respective emergency order.
Emergency Order 1-KS-H-17-25 established king salmon bag, possession and annual limits for
the freshwaters of the Yakutat area and these regulations remain in effect.
